昨天(4月21日)下午5點,新加坡總理李顯龍通過電視與電台發表全國講話,將“斷路器”措施延長一個月,至6月1日。這已經是新冠疫情發生以來,他第5次進行全國講話。

各位同胞和長期在新加坡居住的朋友們
今天我再次發表講話,希望向各位說明新加坡冠病疫情的最新情況。我國實行阻斷措施已有兩個星期了。總的來說,人們至今都還能夠適應和應付新的局面。大多數人都盡自己的本分,留在家中並遵守相關規定。我們已逐漸適應在家辦公和學習。出門在外時,也會戴上口罩並和他人保持安全距離。同時也只和家中成員接觸,並避免和其他親朋好友聚在一起。
社區傳播的情況已趨向穩定,如今每天的新增病例少過30起。這顯示阻斷措施已發揮作用,同時也是新加坡人積極配合、共同努力的成果。但我想大家也知道,自我上一次發表講話之後,在短短十天內,本地的確診總人數不斷飙升。單單在今天,我們就有超過1100起新增病例。幾乎所有的新增病例都來自客工宿舍,並且是我們通過積極檢測發現的。
客工
客工宿舍內有多人感染病毒,是一個嚴重的問題。爲了評估病毒在客工宿舍傳播的程度,我們已積極展開檢測工作。不論客工是否生病或出現發燒、流感症狀。即使他們身體情況良好沒有出現任何症狀,我們都一律爲他們做病毒檢測。幾乎所有確診客工都只有輕微的症狀。這並不讓人感到意外,因爲客工們一般上年紀較輕,即便確診感染冠病也較不可能出現病重的情況。
我們的醫生、護士和醫療人員在盡全力幫助他們,包括盡早將患病和健康的客工分隔開來,爲病患提供醫療照顧。雖然一切還言之過早,但新增的客工病例當中,至今還沒有人需要額外輸氧或進入加護病房。
其中一名在較早前染病的孟加拉籍客工,他曾在加護病房長達兩個月。他是我國的第42起病例。我們從未放棄治療他。就在上個星期,他的情況終于穩定下來。並離開了加護病房,轉到普通病房。雖然他還需要多一些時間才能痊愈。但我們希望他能早日康複,並很快就能看到自己剛出生的孩子,體驗初爲人父的喜悅。
我們希望能維持這樣的情況,大多數的病例症狀輕微,只有少數需要輸氧或進入加護病房接受治療。本地所有大型的客工宿舍都設有醫療中心,由專門的醫生和護士團隊負責照顧客工。
爲了進一步保護客工的健康,我們將爲客工宿舍投入更多醫療資源。我們將調派更多醫療人員到每個宿舍,確保任何出現發燒或流感症狀的人能獲得妥善且及時的治療。對于那些症狀輕微的病患,我們或許會讓他們繼續留在宿舍,但會把他們隔離開來,或者是讓他們遷移到社區隔離設施接受治療。我們會確保那些需要進一步治療的病患能立刻就醫,並迅速將他們送院救治。至于那些抵抗力較弱的客工,如當中年紀較大的人,我們已事先將他們安置在另一個宿舍,以便密切留意他們的身體狀況。
我要再次向我們的客工朋友們強調:新加坡政府會像照顧新加坡人一樣照顧您:我們感謝您在這個困難時期的全力配合;我們會照顧您的健康、福利和生計;我也會和您的雇主合作,確保您領得到工資,並將錢彙回家鄉。我們會幫助您和親友保持聯系。
再過幾天就是齋戒月。我們會爲信奉回教的客工朋友做妥善安排。就如我們在上個星期與印度社群慶祝印度新年一樣,下個月的開齋節,我們也會一同和身爲回教徒的朋友們慶祝。這是我們對您和您的家人的責任及義務。
除了住在宿舍的客工,我們也密切關注另外兩組客工的情況。第一組是住在店屋、私人住宅及政府組屋等地方的客工。第二組是爲我們提供必要服務的客工。在實行阻斷措施期間,這些客工還繼續工作,確保新加坡維持基本運作。他們當中,有些負責保持政府組屋、小販中心等場所的環境清潔,另一些則是確保寬帶網絡等重要設施運作如常。
這些員工每天往返工作場所和宿舍,而這可能會導致交叉感染的情況出現。因此,我們將讓這些提供必要服務的客工搬離客工宿舍,到其他地方居住,同時會爲他們做檢測,以確保他們身體健康並及早發現感染病毒者。
目前爲止,客工宿舍的感染群大致上只在宿舍內傳播,沒有大規模擴散到社區的迹象。我們將竭盡所能維持現狀。
社區
另一方面,目前社區傳播的情況顯示,阻斷措施已經取得一點成效。近日,我國每天的新增社區感染病例已在下降。
這是我們共同遵守阻斷措施,犧牲小我完成大我的結果,但我們不能掉以輕心。我們必須堅持下去才能夠看到每日新增病例大幅下降,達到單位數,甚至是零病例的情況。以及減少病源不明的病例,即那些不知道是如何受到感染,或是接觸了什麽人的病例。
因爲不幸的是,這類病例並沒有減少。這意味,我們的社區可能存在許多還沒有被發現或檢測出的冠病病例,而這是這些無關聯病例的病源。
我和政府跨部門工作小組進行了討論,商討我國接下來應該怎麽做。首先,我們要采取果斷的行動,減少社區感染病例。第二,萬一客工宿舍的疫情擴散到社區,我們要及時發現病源並控制疫情,以防止新的感染群出現及暴發。
要達到這兩個目標,我們必須堅持不懈,滴水不漏地繼續實行嚴格的阻斷措施。我們已經籲請所有國人留在家中。你只應該在必要時才出門,例如購買食物或日用品。否則,請留在家中。
如果你需要出門,請單獨出行,不要成群結隊或一家人出門。即便是到戶外做運動,你也必須單獨進行,並只在鄰裏內運動。請大家記得,這不只是關于遵守法律的問題。
實行這些規定的用意,更是要大家避免在社區內走動,以將人流量和人與人之前的接觸減到最低。這樣,你才能保護自己,保護家人,和保護所有人 。
所以,我希望每一個人都能合作,扮演好自己的角色。我們的社區裏還有一些人潮較多的地方,如人們喜歡去的一些濕巴刹。這些場所的情況可能會對我們的阻斷措施構成問題。這些地方仍舊有多人聚集,讓我們很難實行安全距離措施。因此,我們將進一步限制人們進入在這些場所,希望借此減少人潮。
您也可以爲此盡一份力。例如在周日而不是周末上巴刹,不要全家人一同外出購買必需品。你只需要派家中的一個成員出去采購所需物品,買好東西就立刻回家。
此外,我們也將暫時關閉更多工作場所,只有提供最關鍵必要服務的場所會繼續開放。這是爲了進一步減少維持這些必要服務的員工人數,以及病毒在這群員工之間傳播的風險。這可能意味一些服務的水平會有所降低,例如組屋區割草的次數會減少。我希望大家都能理解我們爲何必須這麽做。
我們將實行這些更嚴格的阻斷措施,直到5月4日。但從目前的疫情來看,我們不可能在現階段完全解除所有阻斷措施,讓一切恢複正常。因此,我們將把阻斷措施實行期延長4個星期,直到6月1日。
一旦我們成功減少社區傳播的病例,就可以進一步做調整,考慮放寬一些措施。屆時,我們將更肯定我國已在對抗疫情方面取得顯著成果,情況也已經穩定,放寬措施時就能更加放心。
我知道很多人會對阻斷措施期延長感到失望。尤其是已受到嚴重影響的企業和員工。但我希望你們能了解,正所謂長痛不如短痛,我們必須先阻斷病毒的傳播,這樣才能保障我們身邊親人的健康和安全,並讓我們有能力重啓經濟。
政府將繼續幫助企業和員工度過阻斷措施期限延長的困難時期。此外,爲員工和企業所提供的援助也將保持不變。部長們稍後將召開記者會公布詳情。
最後,我要以英語做總結。你或許會問:我們接下來將何去何從?我們要如何才能解除阻斷措施?
沒有人知道冠病疫情會持續多久。我們很可能需要等上一年或更長的時間,才會等到有效的治療方式和疫苗問世。所以我們只能走一步看一步。
要解除阻斷措施,我們必須做到三件事。
首先,我們需要步步爲營,謹慎地、逐步地解除阻斷措施,必須確保一切安全,才能進一步放寬措施。新西蘭和德國目前已開始解除之前落實的嚴格措施,但他們依然非常謹慎;盡管他們有理由相信自己已經阻斷了病毒的傳播鏈,但仍然不敢掉以輕心;他們不希望因爲太早解除措施,而讓病毒有機會卷土重來,到頭來又得重新鎖國。日本的北海道,就面對了這樣的情況。我們要盡可能避免類似的情況在我國發生。
第二,我們需要大幅度加強病毒檢測工作,以快速發現新病例。我們已逐步進行這方面的工作,不但從國外采購,也自行研發和生産試劑盒。
第三、我們需要通過充分利用資訊科技,以在發現確診病例後更迅速地查出他們到過哪些地方,以及和誰接觸過。
我們目前已有“合力追蹤”手機應用,同時也在研發其他的應用程序,助我們一臂之力。我們也還需要大家全力配合,像韓國人一樣,一起下載和使用這些應用程序,它們才能發揮應有的作用。一些人或許會擔心這侵犯到個人隱私,但我們需要權衡利弊,想一想這和盡快解除阻斷措施以及安全地保持開放,孰輕孰重。
我知道這段時間對大家來說都很不容易。我們已經取得一些進展,但離成功還有很長的一段距離。目前的情況顯示,阻斷措施已在發揮作用。
大家現在更需要再努力一些,充分利用接下來加強阻斷措施的兩個星期,以及之後阻斷措施延長的四個星期。我懇請大家支持與配合政府的行動。也請大家信任我們,對我們有信心。讓我們全力以赴,共同努力阻斷病毒傳播。

My fellow Singaporeans, today I am speaking to you again to update you on the COVID-19 situation in Singapore, and to explain some of the measures that we will be taking from now on.
We are now about two weeks into the circuit breaker. Generally, Singaporeans have been cooperative; they stay at home, work from home, have shifted to home-based learning and have not met other family members and friends for the time being. This is not easy, but the majority of Singaporeans have made sacrifices and adjustments for the safety of everyone.
Currently, we have about 20 to 30 new community cases daily. This shows that the circuit breaker is working. I thank everyone for your cooperation.
Now, COVID-19 transmission is mainly taking place in migrant worker dormitories. The Government is very concerned about the outbreak in the migrant worker dormitories, and is taking active steps to contain its spread, to ensure that the workers receive appropriate medical treatment.
I am heartened to see many groups and individuals stepping forward to help, such as collecting donations and supplies for our migrant worker friends to help them through this challenging period.
Apart from the situation in the migrant worker dormitories, we also need to pay attention to the fact that there are still a number of unlinked cases in community cases – we do not know how they got infected, or from whom.
This suggests there could be many cases in the wider community that we have not detected, which is worrying.
Hence, I have discussed with the Multi-Ministry Task Force on the next steps to take. We have two objectives, to bring down the community numbers decisively to ensure that transmission in the migrant worker dormitories is under control and does not spread further to the community.
To achieve these objectives, we have made two important decisions
First, we will further tighten the current circuit breaker measures until 4 May.
We will continue to ask Singaporeans to stay at home. You should go out only for essential needs, like buying food or necessities. Otherwise, please stay at home. If you need to go out, put on a mask, and only one person from every household should be away from home at any one time.
We will also tighten access at hotspots like wet markets and supermarkets to ensure sufficient safe distancing.
We will also close more workplace premises to minimise contact among the workers. Only shops, supermarkets, factories and others which are providing the most essential services will remain open.
The Multi-Ministry Task Force will share more details at the press conference later.
We hope these new measures will significantly reduce transmissions in the community. However, we have assessed that we will not be able to achieve our intended objectives by ending the circuit breaker on 4 May.
Hence, the second decision that we have made is to extend the circuit breaker for four more weeks, i.e. until 1 June. This is to keep everyone in Singapore safe.
The Government understands the impact of these decisions on our businesses and workers. Thus, the support measures announced earlier will be extended. The Government will do all it can to help our business and workers through this difficult time.
Once again, I urge Singaporeans to continue to work with the Government, especially our seniors who are more vulnerable to the virus. Please stay at home and do not go out so as not to be infected.
Some say if they fall sick, it is their problem. However, if you are sick and pass the virus to others, it becomes everyone’s problem. Hence, please do not take this virus lightly. Please take all preventive measures seriously and observe them strictly
Let us all be socially responsible and protect ourselves to keep our families safe.

You will naturally ask – where does this lead us? How do we exit from the circuit breaker?
Nobody knows how long the pandemic will last. Most likely it will take more than a year, before effective treatments and vaccines become available. So we have to take things one step at a time.
To exit from the circuit breaker, we need to do three things.
First, we must open up incrementally, in small steps, making sure that we are safe each step of the way. This is what New Zealand and Germany are beginning to do, very cautiously. They believe that they have broken the chain of transmission, but they want to be extra careful. They do not want to open up prematurely after lock downs, only to find COVID-19 coming back, and then be forced to lock down a second time. It has happened in Hokkaido. We should try our best to avoid this.
Second, we need to scale up testing for COVID-19 substantially, so that we can quickly detect any new cases that pop up. This we are progressively doing, not only by procuring test kits and equipment from other countries, but also by developing and manufacturing our own test kits.
Third, we will need to make full use of IT, so that when we discover COVID-19 cases, we can trace more efficiently where they have been, and whom they have been in contact with.
We have the TraceTogether app, and we are currently developing other apps for this purpose. For these apps to work, we will need everyone’s cooperation to install and use them, like what the South Koreans have done. There will be some privacy concerns, but we will have to weigh these against the benefits of being able to exit from the circuit breaker and stay open safely.
I know this has not been an easy time for everyone. We are making progress, but we have not yet succeeded by a long way. The results show that the circuit breaker is working.
Now we all need to do a little bit more, make best use of the next two weeks of the tightened circuit breaker, and the four weeks of the extension and beyond. I ask for your support and cooperation. I ask for your trust and your confidence. Let us go all out to beat the virus, and break the chain of transmission.
