早前，不戴口罩的言論一度成爲歐洲社會的主流。包括意大利在內的歐盟國家衛生部都向民衆呼籲：沒有病的人無需佩戴口罩。
盡管在1月底，意大利總理就宣布進入緊急狀態，但民衆似乎並不以爲意，除亞洲人以外，路上極少見到戴口罩的人。
直到疫情進一步升級，不少歐洲民衆才逐漸意識到防疫的必要性，主動佩戴口罩，各類醫療及生活必需物資也開始變得緊俏。
從2月初開始，無論是超市、藥店還是電商平台，包括口罩、消毒液等防疫用品都已經被搶購一空，商家漲價的情況也多有發生。
此外，法令還規定了在全意大利境內盡可能實行彈性工作制，暫停學生集體出遊和延長駕照考試期限等措施。
目前已有倫巴第和皮埃爾蒙特兩個大區宣布計劃征召已退休醫護人員來應對疫情。米蘭市將對一家原軍用醫院進行改造，用于安置即將痊愈的輕症患者，以解決醫院床位不足的問題。
