今年年初,新加坡發布了全民矚目的 2019 財政預算案,這是政府新一年甚至更長期的工作重點和計劃。在這樣一個可以說定調基本國策的預算案中,水産養殖這個看似冷門的專業被點名表揚。
根據農業食品和獸醫局 AVA 提供的數據,新加坡雖然三面環海,但是只有 9% 的魚類是在新加坡養殖的,其余的 91% 全部靠進口。新加坡政府將在農業與食物生産行業轉型方面投資,重點關注水産養殖。
詹姆斯庫克大學在爲新加坡水産養殖的研究與創新中扮演了重要角色,我們通過以下兩則快訊了解一下。

大學支持啓動水産養殖創新中心
水産養殖創新中心 (Aquaculture Innovation Centre,簡稱 AIC ) 將通過研發以及共同創新的合作夥伴關系,爲新加坡不斷發展的水産養殖業助力。
2019 年 6 月 26 日,AIC 在淡馬錫理工學院揭幕。該設施是第一個通過聯合模式將不同合作夥伴 (高等院校和政府機構) 的豐富知識和經驗彙集在一起的創新中心,這將使新加坡的水産養殖業受益。詹姆斯庫克大學新加坡校區很自豪的成爲了支持該中心的一支重要力量。其他合作夥伴包括淡馬錫理工學院、南洋理工學院、義安理工學院、共和理工學院、新加坡國立大學、南洋理工大學、新加坡科技研究局 (A*STAR) 以及新加坡食品局。
新加坡企業發展局副首席執行官 Ted Tan 表示,“就個人而言,水産養殖創新中心的各位合作夥伴們已經在提升中小企業在該領域的能力方面做得很好。現在通過將它們結合在一起,它們可以利用互補優勢加速可持續水産養殖解決方案的開發,爲國內和出口市場提供服務。AIC 的成立證明我們致力于使新加坡成爲水産養殖中心。”
鑒于詹姆斯庫克大學在水産養殖研發、培訓和咨詢服務方面的優勢得到全球認可,這一機會將使大學能夠分享在水産養殖領域的專業知識,同時也能借助合作夥伴們的資源對新加坡的整個水産養殖業進行提升。詹姆斯庫克大學新加坡校區研究院院長 Professor Dean Jerry 講道,“大學通過近期成立的熱帶未來研究所,正在與水産養殖業和其他研發提供商合作,從而幫助新加坡實現糧食安全戰略,並創造新的技術和知識,促成下一代水産養殖創新。我們致力于與所有相關方合作,來幫助新加坡成爲在創新領域位于最前沿的水産養殖技術中心,而 AIC 就是我們實現這一目標的工具。”
除了推動研發和達成共同創新的合作夥伴關系之外,AIC 還將在以下三個關鍵領域提供培訓和發展機會:

營養、飼料、添加劑和飼養管理:提高對不同魚類和相應生長階段的營養需求的知識基礎。

健康和疾病管理:爲適當的水産養殖抗生素和疫苗提供指導。

遺傳、育種和種子生産:增加優質種魚 (用于育種的成熟魚類) 和種畜的國內供應。
此外,AIC 旨在通過産品測試、認證和質量標准開發來提高行業標准。下一代新加坡水産養殖人才可能來自 AIC 提供的培訓,其中包括會議、研討會和聯合研發工作。

James Cook University supports launch of Aquaculture Innovation Centre
The Aquaculture Innovation Centre (AIC) was unveiled today at Temasek Polytechnic (TP). This facility is the first Centre of Innovation (COI) to bring the vast knowledge and experience from different partners – tertiary institutes and government agencies – together through a consortium model to benefit the aquaculture sector in Singapore.
James Cook University in Singapore is proud to be an important part of the institutions supporting the AIC. Other partners include Temasek Polytechnic, Nanyang Polytechnic, Ngee Ann Polytechnic, Republic Polytechnic, National University of Singapore, Nanyang Technological University, Agency for Science, Technology and Research (A*STAR), and the Singapore Food Agency (SFA).
“Individually, the various AIC partners are already doing great work to uplift the capabilities of our SMEs in the sector,” said Ted Tan, Deputy Chief Executive Officer at Enterprise Singapore. “By bringing them together, they can now tap complementary strengths and accelerate the development of sustainable aquaculture solutions to serve both the domestic and export markets.
He adds, “The centre is a testament to our commitment to making Singapore an aquaculture hub.”
Given that James Cook University is globally recognised for its strengths in aquaculture R&D, training and advisory services1, this opportunity will allow James Cook University in Singapore to share our extensive expertise in the field of aquaculture, while leveraging and value-adding on the resources of fellow partners to elevate the aquaculture sector in Singapore.
“James Cook University, through its recently launched Tropical Futures Institute, is working in multiple areas with the aquaculture industry and other R&D providers to help Singapore achieve its food security strategy, as well as create new technologies and knowledge that will comprise the next generation of aquaculture innovation,” said Professor Dean Jerry, Dean of Research for James Cook University’s Singapore campus. “We are very committed to working with all stakeholders in tandem with the country’s goal of becoming an aquaculture technology hub at the cutting edge of innovation, and the AIC is one such vehicle to deliver our intent.”
In addition to driving research and development, and co-innovation partnerships, the AIC will also offer training and development opportunities in three key areas:

Nutrition, feeds, additives and feeding management: To improve knowledge base on nutritional requirements of the different fish species and corresponding growth stages.

Health and disease management: To provide guidance on appropriate aquaculture antibiotics and vaccines.

Genetics, breeding, and seed production: To increase domestic supply for quality broodstock (mature fishes used for breeding) and seedstock for farming.
What’s more, the AIC aims to raise industry standards through product testing, certifications, and quality standards development. The next generation of Singapore’s aquaculture talent may be born from the training AIC provides, which includes conferences, workshops, and joint research and development efforts.

Furthering aquaculture innovations and technologies in Singapore
The Tropical Futures Institute (TFI) at the Singapore campus of James Cook University (JCU) will work with the National University of Singapore (NUS) to expand collaboration in the field of aquaculture technology.
As a research institute established in Singapore by James Cook University, TFI is focused on research and training in tropical aquaculture, particularly the sustainable production of aquaculture species.
These efforts are crucial in addressing the challenges faced by the world’s tropics, which include sustainable development and food production, as well as the impacts of climate change.
“The TFI is enabling JCU to further realise its ambitions as a major research and development institution in Singapore and we are particularly pleased to be able to deliver world-leading research in aquaculture, which will assist Singapore in achieving greater food security,” said Professor Chris Cocklin, Provost of James Cook University.
Under a memorandum of understanding (MOU) that spans three years, TFI and NUS will work together to discuss and develop a research collaboration in the area of agriculture technology and aquaculture technology innovation, and to identify other new opportunities for collaboration.
Professor Chris Rudd OBE, Deputy Vice Chancellor and Head of Campus, Singapore for James Cook University, commented, “The new partnership with NUS brings together world class engineers, data scientists and marine scientists to deliver something quite unique, that promises to deliver a step change in Singapore’s capacity for sustainable, high-quality protein. JCU is proud to be associated with yet another high profile collaboration that applies our innovative science to benefit society.”
TFI will also lend its considerable expertise in the domain of aquaculture to further agriculture technology and aquaculture technology innovation, as well as advise NUS on the design of an agriculture and aquaculture innovation relevant start-up space.
Commenting on James Cook University’s collaboration efforts, Professor Dean Jerry, Dean of Research for the Singapore campus of James Cook University, said, “We’re partnering with institutions in Singapore, trying to help Singapore achieve its food security and aspirations around aquaculture.”
He adds, “We’re also very keen to partner with institutions like NUS, to develop the next generation of aquaculture technologies and innovations, to help the industry grow, and be more sustainable and productive in the future.”
Professor Freddy Boey, Deputy President (Innovation and Enterprise) of NUS, supports this notion as he said, “This MOU will pave the way to bring the best researchers from both universities to collaborate synergistically in Agritech, an area of growing critical importance to Singapore.”
