新加坡總統哈莉瑪今早(20日)在博鳌亞洲論壇2021開幕式上致辭時,呼籲國際社會重新達成共識,打造一個開放、包容、以規則爲基礎,並符合後冠病時代需求的多邊體系。
哈莉瑪總統通過預錄視頻致辭時強調,對抗冠病讓世界各國團結起來,而國際合作是克服這場危機的關鍵;疫情沒有打斷各國之間的交流,人們習慣了通過線上線下混合型活動彼此互動,世界各國也攜手恢複供應鏈的運作和促進自由貿易。
她舉全球最大規模的自貿協定《區域全面經濟夥伴關系協定》(RCEP)爲例說,新加坡與夥伴國發布了聯合聲明,承諾在疫情期間保持供應鏈暢通。RCEP由亞細安成員國、澳大利亞、中國、 日本、韓國和新西蘭于去年11 月簽署。新加坡在4月9日成爲首個完成該協定正式核准程序的國家。
哈莉瑪也以重新開放邊境的課題爲例,提出盡管國際社會以各種前所未有和創新的方式展開多邊合作,但在完善全球治理和加強國際合作方面,可以做得更多。
她強調,重開邊境是全球經濟複蘇的必要條件;各國應探討如何讓世衛組織等多邊機構扮演適當的角色,比如制定一套健全的標准和以科學爲依據的框架,爲如何安全開放邊境提供指導。
哈莉瑪認爲,冠病疫情是深刻影響我們這一代人的挑戰,但不會是人們面對的最後一個挑戰;各國依然面對長期的跨境威脅,如氣候變化和恐怖主義。
她因此呼籲:“我希望國際社會能夠從對抗冠病的經曆中意識到,加強全球治理符合我們的共同利益,並且重新達成共識,打造一個開放、包容,並以規則爲基礎以及符合後冠病時代需求的多邊體系。這將有助我們應付未來的挑戰,爲我們的人民打造更美好的未來。”

Pleased to speak at this year’s Boao Forum for Asia (BFA) Annual Conference, as it celebrates its 20th anniversary. This year’s Conference focuses on strengthening global governance amid a world in flux, which is both timely and pressing. For over a year now, the world has been contending with COVID-19. Thankfully, despite the challenges, the pandemic has also given countries a common cause to band together. I hope that the international community will be able to learn the lesson that this pandemic has given us – that global governance is ultimately in our common interest – and come to a renewed consensus on the advancement of an open, inclusive and rules-based multilateral system that is fit for purpose in a post-COVID-19 world.
