Recently, there has been an increase in the number of passengers transiting via Singapore to China with the green health codes issued by the Chinese Embassy or Consulate in the place where they reside. The Chinese Embassy in Singapore reminds passengers to pay close attention to the local COVID-19 pandemic situation in Singapore and avoid transiting via Singapore amid the surge of COVID-19 pandemic in Singapore. If passengers do need to transit via Singapore, they shall strictly follow the requirements of pre-departure tests and apply for health codes accordingly.1. Passengers shall apply in advance to the Chinese Embassy or Consulate at place of origin for Health Codes before departure to Singapore. If passengers do not obtain health codes from the place of origin, or fail to declare transit in Singapore when applying for health codes at the place of origin, or have history of COVID-19 infection without fulfilling the recovery inspection process under the guidance of the Chinese Embassy or Consulate at the place of origin, they shall, in principle, return to the place of origin and the Chinese Embassy in Singapore will not issue health codes for them.2. Passengers shall strictly fulfill pre-departure self-isolation. After completing the necessary entry and pandemic prevention procedures, transit passengers shall start the pre-departure self-isolation immediately and avoid going out other than for pre-departure tests during the period. If passengers need to go out for specific reasons, they shall start another 7-day isolation and the Embassy will increase the frequency of random checks.3. Passengers are advised to properly plan their itineraries and shall provide test memos as required. Direct transit to Chinese Mainland without entry into Singapore is not allowed currently. Therefore, passengers shall ensure that they have completed the formalities for entry into Singapore before departure and check with the originating and transit airlines to ensure that they have met the boarding requirements to avoid denial of entry or being stranded in Singapore. Due to difficulties in performing the pre-departure tests required by the Embassy, it is not recommended to use the 96-hour visa-free transit facility(VFTF) for transit via Singapore. When applying for health codes, passengers shall take the cross-tests at the required date and provide standardized test memos with verifiable QR codes. Passengers are advised to reserve sufficient time to take pre-departure tests in Singapore while planning their itineraries.
